党的十八大以来,各广播电视播出机构和网络视听节目服务机构围绕中心、服务大局,积极创新创优,不断推出人民群众喜闻乐见的优秀节目,文艺创作呈现出良好态势。但是,一些文艺节目出现了影视明星过多、追星炒星、泛娱乐化、高价片酬、收视率(点击率)造假等问题,不仅推高制作成本、破坏行业秩序生态,而且误导青少年盲目追星,滋长拜金主义、一夜成名等错误价值观念,必须采取有效措施切实加以纠正。为确保广播电视和网络视听文艺节目健康有序发展,现就有关事项通知如下:
 
Since the Eighteenth National Congress of the CPC, radio and television broadcasting agencies and network audio-visual program service agencies have been actively innovating and creating excellent programs around the center and overall situation of service. They have continuously launched excellent programs that the people like. Literary and artistic creation has shown a good trend. However, some literary and artistic programs have appeared such problems as too many movie and television stars, star-following speculation, pan-entertainment, high-priced film remuneration, audience rate (click-through rate) fraud, which not only pushes up production costs, destroys the ecological order of the industry, but also misleads teenagers to blindly pursue stars, and fosters such wrong values as money worship and overnight fame, which must be adopted. Effective measures should be corrected. In order to ensure the healthy and orderly development of radio, television and network audio-visual literary and artistic programs, the following announcements are made concerning relevant matters:
 
 
 
一、牢牢把握正确的政治方向,强化价值引领。各广播电视播出机构、网络视听节目服务机构、节目制作机构要坚持以习近平新时代中国特色社会主义思想为指导,深入学习贯彻党的十九大精神和全国宣传思想工作会议精神,坚持政治家办台办网办节目,坚持“二为”方向、“双百”方针,着力营造清朗的文化环境和健康的精神空间,承担启迪思想、滋养心灵、涵育审美、成风化人的重要使命。广播电视和网络视听文艺节目要坚持讲品位、讲格调、讲责任,抵制低俗、庸俗、媚俗,大力弘扬社会主义核心价值观,传播正能量,坚守底线红线。各节目制作和传播机构要始终坚持把社会效益放在首位,力争社会效益与经济效益统一,当二者发生冲突时,经济效益要无条件服从社会效益,绝不能在市场经济大潮中迷失方向,绝不能做市场的奴隶,使作品充满铜臭气。

二、坚持以人民为中心的创作导向,坚决遏制追星炒星、泛娱乐化等不良倾向。各广播电视播出机构和网络视听节目服务机构要从讲政治的高度深刻认识追星炒星、泛娱乐化等问题的严重危害,坚决摒弃以明星为卖点、靠明星博眼球的错误做法,严格控制偶像养成类节目,严格控制影视明星子女参与的综艺娱乐和真人秀节目。各广播电视主管部门要进一步加强结构化管理和宏观调控,减少影视明星参与的娱乐游戏、真人秀、歌唱类选拔等节目播出量,积极扩大新闻、经济、文化、科教、生活服务、动画和少儿、纪录片、对农等公益节目播出量,制作播出更多富有时代气息、格调积极健康、具有文化内涵的原创节目。

三、鼓励以优质内容取胜,不断创新节目形式,严格控制嘉宾片酬。各广播电视播出机构、网络视听节目服务机构、节目制作机构要坚持以优质内容取胜,不断开拓创新人民群众喜闻乐见的节目形式,摒弃浮华,注重节俭,力戒高价追星、铺张浪费,对影视明星参与节目的片酬要控制合理额度,倡导影视明星以社会责任心和使命感积极参与公益性节目,坚决纠正高价邀请明星、竞逐明星的不良现象。各电视上星综合频道19:30-22:30播出的综艺节目要提前向总局报备嘉宾姓名、片酬、成本占比等信息,每个节目全部嘉宾总片酬不得超过节目总成本的 40%,主要嘉宾片酬不得超过嘉宾总片酬的70%。重点网络视听节目服务机构的网络综艺节目也要符合上述规定,上线前向国家广播电视总局报备以上信息。地面电视频道和其他网络视听节目服务机构综艺节目的嘉宾管理均要符合上述规定,由当地广播电视主管部门负责备案管理和日常监督。

It advocates that movie and television stars actively participate in public welfare programs with a sense of social responsibility and mission, and resolutely rectifies the bad phenomenon of inviting and competing stars at high prices. Variety shows broadcasted on TV channels from 19:30 to 22:30 should provide the General Administration with information about the names of guests, film remuneration and cost proportion in advance. The total film remuneration for each program should not exceed 40% of the total cost of the program, and that for the main guests should not exceed 70% of the total film remuneration for the guests. The network variety shows of key network audiovisual program service agencies shall also comply with the above regulations and report the above information to the State Administration of Radio and Television before going online. Guest management of variety shows in terrestrial television channels and other network audiovisual service agencies shall comply with the above provisions, and the local radio and television authorities shall be responsible for the record management and daily supervision.
