王双成今年38岁,济南圣泉集团股份有限公司石墨烯研究院副院长兼研究所所长。2008年,王双成从华东理工大学博士毕业,由于两次换工作,他原本的职称评定一度搁置,直到2017年还是初级职称。职称不够级别直接导致一些研究项目无法申报,王双成经常为此发愁。而就在去年,他通过济南市试点的非公经济组织工程技术人才职称评审“绿色通道”,直接从初级职称申报了副高职称,今年终于拿上了“高级工程师”的证书。

王双成说,按照自己的履历,原本并不需要十年才评副高,但是他的职称评定却从初级开始就脱了节。2009年,王双成回到山东后,因工作多次调动,一直未提交中级职称申报材料,多年未拿到工程师专业技术职务资格证书。此外,由于非公经济领域专业技术人才职称申报渠道不畅通,这也让他的职称评定一度搁置。由于职称级别受限,他主持的一些研发项目经常无法申报,这也对他的工作造成了不小的阻碍。

直到2017年,王双成的职称评定终于有了新进展。“按照政策,我工作年限刚好符合要求,就直接申报了副高职称。去年年底接受评审,今年5月份拿到了工程技术领域(化学纤维领域)高级工程师专业技术职务资格证书。”王双成表示,他的职称跨越得益于新施行的职称评定制度。

2017年,经省人社厅同意,济南市人社局发布了《关于深化职称制度改革促进专业技术人员创新创业的实施意见》,进一步打破地域、档案、人事关系和体制内外限制,工作单位和人事档案不在一地的人员,均可参加职称评审。

山东省人社厅专业技术人员管理处副处长许芳介绍,改革后,非公经济组织、社会组织、自由职业专业技术人员,与公立机构专业技术人员享有同等的职称申报评审待遇,政策打破了部分专业技术人才无法参加评审的“玻璃门”,例如在济南市试点开展非公经济组织工程技术人才职称评审绿色通道,首次允许非公经济组织里符合条件但无职称的人才直接“越级”申报中级或高级职称。

据济南市人社局统计,2017年,济南市工程系列职称申报人数从2013年的1600人上升到2017年的6100人,其中申报非公1700多人,约1100人通过评审,王双成便是其中之一。

王双成介绍说,按照原本的评定程序,全公司一年可能只申报2人,而通过去年的绿色通道,全公司申报了8至10人,仅自己所在的石墨烯研究院就有3人申报成功。

济南市人社局专业技术人员管理处副处长王鹏表示,此前,非公领域职称评审申报渠道不畅通,职称评审内驱力不足,针对非公企业人才中工程系列占绝大多数的实际情况,早在2015年,济南市便出台《关于开展非公有制经济组织工程技术人员职称评审绿色通道试点工作的通知》,而2017年绿色通道建成,符合条件的人才可直接申报高级职称,能够让更多符合条件的人达到享受相应政策红利的标准。

2006年,吴建峰以硕士学历留校任教,工作两年后,他获评讲师,也就是中级职称。和很多青年教师一样,由中级职称向副高级晋升竞争激烈,吴建峰的职称评审之路也坎坎坷坷。直到2017年底,山东中医药大学在按岗聘任的基础上进行大规模校内教师职称评定,经山东中医药大学学术委员会审核,吴建峰成为唯一一名从讲师跨层级晋升为教授的青年教师,与他同批晋升的还有80余名副教授。

虽然吴建峰在同级教授中年轻,但他的研究成果却不容小觑。吴建峰主要从事中西医结合眼科的临床、科研和教学工作,尤其是他利用3年时间,持续观测和收集了全省1.8万名青少年学生的视觉健康数据,掌握了我省青少年近视、弱视等主要视力低下眼病的发病现状及其规律,基于这些发现还拟定了有针对性的防控措施并进行推广,取得了显著成效。吴建峰仅在此领域就以第一作者在SCI收录期刊上发表了6篇学术论文。

“我近两年来先后以排名第二的身份获得山东省科技进步一等奖和中国中西医结合学会科学技术一等奖两项省部级科研奖励,达到了申报条件。”2017年底,吴建峰经山东中医药大学学术委员会审核推荐、专业技术职务评审委员会评定,越层次晋升为教授,并被聘用在相应岗位上。
